2005 Short-Term RFP for 2006 Resources

Cleco Power issued its Short-Term RFP on Jan. 12, 2005. All notices and updates related to the Short-Term RFP are posted to this site, including all documents.

Short-Term RFP Notices and Updates

06-22-05 Update Certification Phase
Cleco Power has selected bid and power options and is moving ahead with the certification phase. Questions about the status of the RFP may continue to be addressed to the Designated Representative or the Independent Monitor. Cleco Power thanks all parties for their participation in the RFP process.

04-26-05 Update RFP Schedule
Cleco Power is in the process of preparing bidder letters to inform short-listed bidders of the status of their bids in the Long-Term RFP.  These letters should be mailed this week.  However, evaluation of the short-listed bids from the Short-Term RFP for 2006 resources is continuing and Cleco Power expects to notify bidders of the results of the Short-Term RFP by May 16, 2005.  Any questions on the Short-Term RFP should continue to be directed to Cleco Power's Designated Representative.  Any concerns on the Long-Term RFP should be directed to the Independent Monitor.

01-31-05 - Notice - RFP Confidentiality
Cleco Power will treat as confidential all proposals submitted by bidders.  Bidders shall submit their proposals, however, with the knowledge and understanding that any information submitted by them is subject to disclosure in order for Cleco Power to cooperate with any LPSC Staff informational requirements and to seek LPSC authorization of any accepted and fully negotiated bids and any necessary FERC approvals.  In the event that Cleco Power, in its sole judgment and discretion, determines that information contained in any question, response, or other communication between it and a bidder, which is not contained in the bidder's proposal, requires confidential treatment, a confidentiality agreement will be submitted to the bidder if, as, and when appropriate.

01-19-05 - Notice - Corrections to Megawatt Daily and Electric Power Daily Articles
The Jan.14, 2005 editions of Megawatt Daily and Electric Power Daily incorrectly reported that the companies submitting bids into Cleco Power's Short-Term RFP for 2006 Resources "must" withdraw their bids from the Long-Term RFP if they bid the same capacity into both RFPs. Companies that submitted bids into the Long-Term RFP and want to bid the same capacity into the Short-Term RFP to supply up to 645 MWs for 2006 can select one of two options if their one-year bid is accepted. The bidders in the one-year RFP can either withdraw their bid from the Long-Term RFP or the bidders can change the starting date of their Long-Term bids to Jan. 1, 2007. However, bidders are not required to take any action until they are notified of being selected at which time they should be prepared to take one of the actions listed above.

Also, Electric Power Daily incorrectly indicated that the Short-Term RFP was subject to the LPSC's MBM requirements. Any solicitation for one year or less are not subject to the LPSC's MBM Order. Megawatt Daily and Electric Power Daily regret these errors.

01-12-05 - Notice of one-year short-term PPA Solicitation
Cleco Power, in cooperation with the LPSC Staff and the Independent Monitor (IM), today issued a one-year PPA solicitation for power supply beginning Jan. 1, 2006. Details on this one-year solicitation can be found by clicking the hyperlink below. Bidders who have questions on any aspect of this Short-Term RFP should contact Keith Crump, who is Cleco Power's designated representative for this RFP. Keith's contact information is in the short-term solicitation document below.

Although this Short-Term solicitation is not subject to the requirements of the LPSC's Market-Based Mechanism Order, Cleco Power has sought input from Staff and the IM. This is because of the one-year solicitation's relationship to Cleco Power's Long-Term RFP for those bidders who submit bids in both solicitations. As such, bidders may call Staff or the IM regarding questions about the standing of proposals made in either solicitation.
