Addressing Climate Change
Cleco's priority is providing reliable, affordable power to our customers in an environmentally sound manner by complying with all regulations. We support the reduction of greenhouse gases. In fact, for more than a decade we've taken voluntary steps to help offset carbon emissions. Consistency and clarity should be key elements in any plan to reduce carbon emissions. If legislation is ultimately passed, we believe Congress should create a national policy and avoid a potential patchwork of 50 different state regulatory schemes. It's obvious climate change is more than a regional or national issue. A truly effective program requires a sustained global commitment, particularly from large developing countries such as China and India. As Congress begins debating the issue, we believe the final legislation must contain a market-based, emission-trading program that provides companies the flexibility to hit targeted reductions. We support any legislation that: Involves all sectors of the economy and does not place the burden on utilities and their customers;
Creates a market-based system that has a safety valve provision in the event costs start to choke economic growth;
Avoids harming the competitiveness of U.S. industries;
Recognizes GHG offsets both domestically and internationally; and Acknowledges that compliance timelines should coincide with deployment of low-carbon and carbon-capture technologies.
